Why is the Democratic congress not fulfilling their promise to stop the war?

Why is the Democratic congress not fulfilling their promise to stop the war? They blame it on the Republicans, but the Dems are the majority in both houses. So, what is the problem. Perhaps they are recognizing the reality spoken by Ulysses S. Grant in his MEMOIRS.

Grant said, "Experience proves that the man who obstructs a war in which his nation is engaged, no matter whether right or wrong, occupies no enviable place in life or history. Better for him, individually, to advocate 'war, pestilence, and famine,' than to act as obstructionist to a war already begun. The history of the defeated rebel will be honorable hereafter, compared with that of the Northern man who aided him by conspiring against his government while protected by it. The most favorable posthumous history the stay-at-home traitor can hope for is--oblivion."

The truth is the Dems have no intention of ending the war because the responsibility for the world-wide human castastrophe that would follow is nothing they will ever allow themselves to be blamed for. They just want to, (1) force the President to withdraw so that they can say to their lunatic grassroots that they did what they promised, and then (2) in the next election be able to blame President Bush for the debacle that results from "his" pull-out. So, they function as "stay at home traitors" in sound bites only, but take no real action other than just sniping at the heels of the President.
